Following Russia’s invasion of Ukraine, questions on the benefactor’s identity have resurfaced. According to documents obtained by the Daily Mail, the mansion known as Mille Fleurs was owned by JEMC Management Limited, a British Virgin Islands (BVI) company run by a UK lawyer whose clients include multiple Russian oligarchs and a former Russian deputy prime minister who was added to the US and UK sanctions lists last week.

The owner is a mysterious Russian millionaire, according to neighbors, who has failed to register his home with the British Columbia government.
The service location of the BVI business, Tulloch & Co, in Mayfair, Central London – the legal practice of British solicitor Alastair Tulloch – is the sole hint to the actual owner. The five-story townhouse office of Tulloch & Co. is the registration location for 40 UK corporations and many more offshore entities in tax havens.
Tulloch’s name appears on 111 current and past UK companies, some of which are owned by 28 Russian and Eastern European billionaires and business tycoons uncovered by DailyMail.com. One of Tulloch’s former clients, Igor Shuvalov, was placed on the State Department’s sanctions list this week as a member of Putin’s inner circle.
Shuvalov served as First Deputy Prime Minister from 2012 to 2018. Shuvalov was also subjected to a complete asset freeze by the United Kingdom, which described him as “a key member of Putin’s inner circle.”
Despite managing the companies of at least 28 Russian and Eastern European oligarchs and business tycoons, as well as firms linked to Elton John and Kylie Minogue, the 66-year-old Tulloch remained largely out of the public eye until DailyMail.com exposed his link to Harry and Meghan’s vacation mansion in 2020. Neighbors of the Vancouver Island property had previously alleged that it was owned by Israeli-Russian billionaire, Yuri Milner, who has now rejected the claim.
David Foster Is Acquainted With The Mystery Estate Owner
DailyMail.com also reports that Canadian music producer, David Foster is acquainted with the estate owner, and he and his wife, Meghan’s high school friend Katharine McPhee, arranged for the royal couple’s Christmas stay. Foster said that he rented the house from Milner for a few weeks in 2014, but that the Russian billionaire was not the owner.
The owner of Mille Fleurs has not yet submitted with the state registration, despite the Land Ownership Transparency Act’s obligations.
Tulloch & Co. stated they were “an easy target for misinformation” in a statement to DailyMail.com, adding that “UK attorney rules do not allow us to comment on client affairs,” but that the company is “fully compliant with all UK laws and regulations.” Tulloch, according to the firm, represented two UK charities, the Oxford Russia Fund and the Khodorkovsky Foundation, who were ordered by the Russian government to cease operations in Russia.
