The primary reason why Andrew has apparently decided not to do this is because of the fact that he is currently embroiled in a sex abuse scandal as part of the wider Jeffrey Epstein saga.
The victim in question, Virginia Giuffre, decided to pursue a lawsuit, with an investigation currently ongoing as to whether or not Andrew will be found liable.
Therefore, in order to avoid any unnecessary media scrutiny on the Royal family, it makes sense that they do not be associating with Andrew until or when he is cleared.
A source stated the following: “The Duke doesn’t want to be a distraction, especially as this is the first time the Queen has had her family all together since the start of the pandemic apart from at Prince Philip ’s funeral.”
Despite the decision for Andrew not to be there, it has actually drawn further scrutiny for the following reasons. First of all, by the Royal family distancing themselves from Andrew, it shows that there is a chance that he could be found liable.
If he had nothing to hide, or if the Royals were confident that he might be innocent, then it would make sense for him to join the service as it would show a sign of unity.
Secondly, in any event, a lot of other members from the Royal family will be attending, which goes on to show how much Andrew has fallen down the pecking order when it comes to attending Royal functions.

The only way that the Royal family and Andrew can put this behind them is to hope that the investigation finds him not guilty.
With the Epstein scandal having become such a contentious talking point, there is a feeling that people need to be held accountable especially given that Epstein is no longer alive. Time will tell how it all plays out.
