Reno, Nevada native Robert Lanoue (70) has been charged with the 1982 murder of 5-year-old Anne Pham in Seaside, California. Pham disappeared while heading to her kindergarten class at Highland Elementary on January 21, 1982. Her remains were found two days later having been sexually assaulted and strangled to death.

At that time, Lanoue was 29-years-old and lived near Pham’s house. It would be thanks to advances in DNA testing and forensic science that the case was up to be reopened in 2020.
After receiving a grant, the Seaside PD and Monterey County DA’s Office Cold Case Task Force teamed up to tackle the case. It would be DNA evidence that linked Robert Lanoue to Pham’s death. During that time, Lanoue had become a registered sex offender and was actually already in the Washoe County Jail for a parole violation from June 8, 2022.
The warrant for his arrest was drawn up on July 6 and he was charged with first-degree murder, lewd act on a child under 14, and there is a special circumstance to the murder charge as it is alleged that the murder occurred while Lanoue kidnapped Anne Pham.
At the moment, the 70-year-old Lanoue is still behind bars at Washoe County Jail and has waived extradition back to Monterey County.
